Dear Valued Customer:
We are writing to you to advise of a serious issue regarding the specifications/configuration of
collection vehicles utilizing our facility. It has come to the attention of Ocean County Landfill
Corp. (OCLC) that some customer trucks have been built for only on-highway use, and not
intended for operation in a landfill environment, as described in manufacturer’s literature.
This includes the use of plastic/composite oil pans and other related components. We urge you to
review the specifications of your fleet, perform inspections, and consider the installation of
appropriate guarding/skid plates as appropriate. We also ask that you carefully review the
specifications of new collection vehicles prior to purchase, to ensure that the vehicle is designed,
built and intended for off-highway use at a landfill facility.
Additionally, as per NJDEP regulations our customers retain sole responsibility for the
maintenance, mechanical condition and operation of vehicles utilizing our facility:
N.J.A.C. 7:26H-4.7 (a) 5
5. EACH VEHICLE ENTERING A FACILITY SHALL BE CONSTRUCTED, MAINTAINED, LOADED AND OPERATED SO AS NOT TO CAUSE
ANY SPILLAGE, EXCESSIVE NOISE OR OTHER PROBLEMS OF ANY SORT AND IT SHALL BE CAPABLE OF DISCHARGING ITS CARGO
QUICKLY AND EXPEDITIOUSLY. ANY VEHICLE WHICH, IN THE OPINION OF FACILITY PERSONNEL, SHALL CREATE A HAZARD TO THE
FACILITY'S EMPLOYEES OR OTHER CUSTOMERS, MAY BE REFUSED ADMITTANCE.
All drivers must be properly trained on the operation of the vehicle, including safe dumping
procedures at a landfill working face. We ask that you inspect and maintain your vehicles as per
manufacturer’s recommendations, to ensure that mechanical and suspension components are in
good condition, and the truck is able to discharge its waste load safely.
We also would like to take this opportunity to remind our customers, as posted on signage and each disposal ticket:
“OCLC will not be responsible for any damage to vehicles, injury to operators of collection
vehicles, or passengers resulting from use of the landfill facility. Caution should be used
when approaching and leaving the convenience drop off center and open cell area when
disposing of waste loads.”
Thank you for your attention to these important matters.
